The RighT Guide to ensure Human Rights Protection in Anti-Trafficking Projects

NGOs have been dedicatedly working to lobby for better anti-trafficking laws and governments have been responding back with stringent legislations to prevent trafficking. But what if during the process of preventing trafficking, there are some serious violations of human rights of the victims of trafficking? Is this possible?
According to several case stories, it is quite possible. Anti-trafficking police raids can lead to illegal detainment of trafficked victims; pressurizing trafficked victims to undergo compulsory medical checkup; and HIV-infected trafficked victims discriminated in treatment are a few examples where both the civil society and the state may fail to take notice of the gross violation of human rights of these victims. Even the best trafficking prevention projects do not analyze the impact of their interventions on the human rights of the trafficking survivors.
However, to address this issue, the Human Rights Impact Resource Centre has come out with a tool called “The RighT Guide” to help organizations to assess the human rights impact of anti-trafficking measures. The guide was launched on 9 December 2010 at a conference on the need for Human Rights Impact Assessment held in Amsterdam, the Netherlands.
“This tool presents a step-by-step method that helps NGOs and other civil society groups to assess the intended and unintended effects, both negative and positive, of anti-trafficking laws and measures on the rights of affected groups. The policy and its impact are measured against the human rights obligations of a State. NGOs can then use the evidence-based outcomes to advocate law or policy reforms that respect human rights of all persons.”
