Rescatan a 44 niños haitianos de una red de trata de personas



Las autoridades dominicanas iniciaron conversaciones con el Consejo Nacional de la Niñez y la Organización Internacional para las Migraciones, para gestionar el retorno de algunos menores a su país, y está analizando el destino que correrá el resto.

El contraalmirante Sigfrido Pared Pérez, director de Migración, detalló que de las víctimas, 37 eran varones y siete, niñas. 

En la operación, que se llevó a cabo en una guardería de la capital y contó con el apoyo de las Fuerzas Armadas y la Fiscalía, fueron detenidos 40 haitianos indocumentados, diez de los cuales fueron identificados como responsables de un grupo que transportaba ilegalmente personas al país.

La presencia de niños haitianos pidiendo dinero es algo frecuente en las calles y avenidas de Santo Domingo y a menudo se denuncia que se trata de redes de trata.

Las autoridades dominicanas iniciaron conversaciones con el Consejo Nacional de la Niñez y la Organización Internacional para las Migraciones, para gestionar el retorno de algunos menores a su país, y está analizando el destino que correrá el resto.

La ONU estima que 600 mil haitianos vivían indocumentados en República Dominicana antes del terremoto de enero de 2009. La cifra sería más elevada en la actualidad, luego de que una epidemia de cólera se registrara en el golpeado estado.

Menores migrantes en España, quiénes son

El perfil de los menores extranjeros no acompañados ha variado en los últimos 15 años, con la llegada de un número mayor de adolescentes


No hay un perfil determinado, aunque sí varios aspectos que les definen. Los menores migrantes no acompañados (MMNA) que llegan a nuestro país constituyen en la actualidad un grupo heterógeno. La supremacía de los adolescentes marroquíes ha dado paso a jóvenes de diferentes nacionalidades, incluidas menores de sexo femenino, cuyas motivaciones se dividen en cuatro grupos. Los jóvenes emigran para mejorar la situación económica, las expectativas sociales, huir de un contexto de violencia o de una situación familiar de conflicto.

As Somali gangs evolve, so does enforcement

The girl was 12 when the gangsters told her the rule: They would sell her for sex to men outside the gang, but members of the SomaliOutlaws or the Somali Mafia would use her for free.


For more than two years she was taken on "missions" to abandoned garages, men's bathrooms, apartments and hotels, enduring hours with multiple men so gang members could get money, pot or booze. Though her mother confronted two of the men twice early on and warned them the girl wasn't even 13, they continued to prostitute her.


Eventually some of the gang members took her on the road to new customers in Nashville, Tenn., while the man she called her "boyfriend" allegedly used a cellphone to send images of her engaging in sex acts with men in the car along the way.


The enterprise described in a federal indictment has shocked members of Minnesota's Somali community, the largest in the U.S. And it suggests that gangs known in recent years for armed robberies, burglaries and even killings of fellow East Africans have evolved into more lucrative activity, and are taking their crimes from Minneapolis to other parts of the country.


"It's clear the life of the gang in the community is getting much more complicated," said Omar Jamal, an advocate for the Somali community in Minneapolis. "It's one thing to go out and have a random action. It's something quite new to the community to have an organized sex trafficking."

In Greece, babies are for sale on the black market


 

In Greece, the trade in eggs and babies is flourishing, as poor young women from Bulgaria and Romania are blackmailed into handing over infants. Perpetrators can often rely on accomplices within the local government.

 
Elektra Koutra is fighting to help foreign women get their children back. The young lawyer is convinced that criminal networks in Greece are blackmailing poor women from Bulgaria and Romania into selling their babies to childless couples. Koutra, who is representing a Romanian mother in court, says the Greek authorities have been slow to respond to the fight against the baby trade.

In January, Bulgarian and Greek police arrested 14 people over allegations that they trafficked newborn babies to Greece. According to Bulgarian Interior Minister Tsvetan Tsvetanov, most of the babies were of Roma origin.
Baby trafficking is a thriving black market industry in Greece, which does not regulate private adoptions. Pregnant women from Bulgaria or Romania are brought across the border to give birth. According to Greek media reports, the price for a baby from Bulgaria or Romania ranges from 15,000 to 25,000 euros ($20,000-$34,000). The mother won't get more than 3,000 euros, and is threatened with violence should she change her mind.

On the islands, says Zavos, it is believed that citizens act as helpers to the smugglers by informing them of upcoming police checks, he added. In some cases, police even take advantage of victms.
"In the city of Patras, two port police officers were accused of having robbed refugees," he adds.
In another case cited in a 2009 UN Trafficking in Persons Report, a trafficking victim was allegedly raped while in police custody, and the three police officers suspected of the crime remained free on bail as their court case continued.
Egg donations
Traffickers aren't just limited to selling babies. On the northern border of Greece, there is now a flourishing illegal trade in donor eggs, according to Athens lawyer Elektra Kourta. Poor women from Bulgaria, Romania and Latvia come to Greece for a few weeks and are treated with hormone injections to produce as many eggs as possible, says Kourta.
"Many of these women are victims of human trafficking and forced prostitution, but they are not subject to health controls. And they are hardly aware of possible complications."
Offering help
The best way to help the victims is in their home country, says migration researcher Alexandros Zavos. In 2008, Zavos led a reintegration program for female victims of human trafficking and forced prostitution in Moldova.
"In the beginning they need a lot of psychological support, because many suffer from severe disturbances and suicidal thoughts," Zavos said.
Another important component of the program is the training. Zavos's program didn't give the women cash, but offered to finance job training and to help with career placement.

Reintegration programs are important, he says, because human trafficking isn't going anywhere. The trade in human beings will be a part of everyday life, says Zavos, as long as criminal gangs can make a lot of money off it.

Romania Former police officer detained for child trafficking

He was fired from the force after pictures showing him pointing a gun at the head of a young girl appeared on the internet.

Italy Nearly 100 Egyptians reach Italy as Europe braces for large migrant influx from Arab nations

AP through ‘mysask.com’ reports that nearly 100 Egyptians reached Italy in two boats, one carrying 10, the other 26 minors. The two boats were intercepted in Sicily and landed in Ragusa. Italy is hard-pressed to handle the influx of refugees from Tunisia and now from Egypt. Already 26 people who were operating boats from North Africa were detained.

LIMA | Tras un espectacular operativo conjunto entre la Policía Nacional y la de Ecuador, la noche del viernes cuatro menores de edad fueron rescatadas de las garras de la trata de personas. Las adolescentes, de entre 13 y 17 años, fueron captadas por dos mujeres en Tumbes, y trasladadas hasta la barra bar "El Berrinche" en Arenillas (Ecuador). Ayer se reencontraron con sus familiares.

Quito, 10 feb (Andes).- La Defensoría del Pueblo, el Ministerio de Justicia, el Consejo Metropolitano de Protección Integral a la Niñez y Adolescencia (Compina) y la Red Anti Trata presentaron hoy un plan para erradicar el tráfico de personas en el país.
En una mesa redonda, los representantes de las diferentes entidades explicaron que lo principal es respaldar a la persona afectada para que pueda “tener derecho al debido proceso”,  explicó Mery Jiménez, del Ministerio de Justicia.
También recordó que aunque el tráfico internacional de personas merece vigilancia, “no se debe perder de vista la trata al interior del país”.
Las formas de trata derivan a su vez en explotación laboral, sexual y en cadenas de mendicidad.  Por ello, se conformó un Comité Interinstitucional contra la trata de personas al que apoyarán los ministerios coordinadores de Desarrollo Social y de Seguridad.
Para Jiménez, el problema surge cuando la situación se empieza a naturalizar y la gente mira con ojos normales temas como la explotación sexual.
Por su parte, el concejal de Quito Norman Wray enfatizó en la necesidad de informar y articular una red de prevención con los jóvenes para concienciar a los estudiantes sobre los peligros que tiene aceptar propuestas de intercambio o trabajo que sean ilegales.
Según datos proporcionados por el edil, en la capital, el 52 por ciento de niñas, entre 15 y 17 años, sí aceptaría viajar a un lugar donde le paguen dinero y, de presentarse una situación de abuso, el 46% no sabría a dónde acudir.
Patricio Benalcázar,  de la Defensoría del Pueblo, manifestó que detrás de estos delitos se esconden además “negocios profundamente poderosos” y que para minimizarlos es necesario acabar con la “impunidad administrativa”. En los próximos días, el comité presentará oficialmente el plan para que este se pueda incluir en las políticas públicas nacionales. /AMEL

There has been a lot of media buzz about the thousands of prostitutes, strippers and pole dancers streaming into the Dallas area for the Super Bowl weekend. But what rarely gets reported is the alarming fact that hiding behind the push-up bras, false eyelashes and stilettos are children, some as young as 12 years of age, who are victims of human sex trafficking.


Human trafficking is as much a part of Texas as cowboys and oil. The business flourishes because of the state's geographic location, long stretches of interstate highways, international airports, numerous bus stations, the large shipping industry, and its shared border with Mexico. This border is North America's number one supply site for young children used in sex and labor trafficking. In the last quarter of 2007, 30% of the calls received by the National Human Trafficking Hotline were out of Texas and 25% of all international victims certified by the U.S. Department of Health and Human Services were in Texas.


The problem doesn't just affect children from outside U.S. borders. Domestic child sex trafficking is on the rise. According to National Incidence Studies of Missing, Abducted, Runaway, and Throwaway Children, an estimated one out of every three children that run away is lured into sex trafficking within 48 hours of leaving home. Research indicates that one in five girls and one in ten boys will be sexually victimized before adulthood.


I know first hand the pain of sexual exploitation. As a child, I was sexually abused for a year by a trusted summer camp counselor. I was molested and I was a victim of child pornography. No child ever completely recovers from this form of abuse.

He pasado unos días en Cartagena, Colombia, donde la cultura, la música y la alegría de su gente contrastan con la normalización de las actividades delictivas de las mafias. Miro a turistas italianos con adolescentes "prepago" sometidas a la explotación sexual comercial, controladas por grupos que se escindieron cuando el Plan Colombia desarticuló las estructuras de los cárteles tradicionales, como el de Cali y el de Medellín, hoy vinculados con la Mafia Calabresa Ndrangheta, con la Yakuza y con los cárteles mexicanos.

Al igual que sucede hoy día en México, Washington y las autoridades colombianas al implementar su plan, omitieron analizar la vulnerabilidad de las mujeres frente a los cárteles. Se hablaba sin parar de drogas, armas, corrupción y de la transformación del sistema de justicia. Pero se dejó del lado la trata de personas y la creación de una cultura de compraventa de adolescentes desechables (para la prostitución, el narcomenudeo, el sicariato y el trasiego).

Desde el 2004, los cárteles del Golfo y de Tijuana operaban aliados a los colombianos que mantenían una lucha encarnizada por los territorios. Y ellos facilitaron las primeras oleadas del tráfico de jóvenes argentinas y colombianas a México.

Existen evidencias de los vínculos directos entre el cártel de Tijuana, la prostitución, los centros nocturnos y casinos como negocios para el lavado de dinero. Reconocidos políticos pasaron años cabildeando en el Congreso a fin de aprobar leyes de juego en México para favorecer a las mafias. Por su parte, el Cártel del Golfo, el de Sinaloa y luego los Beltrán Leyva, se diversificaron recientemente hacia el juego y la explotación sexual comercial; al igual que han hecho el de Juárez y La Línea.
    

Después de una sangrienta batalla contra los cárteles colombianos, luego del asesinato de periodistas, jueces y miles de hombres y mujeres inocentes desaparecidos, secuestrados y asesinados, en 2011 en Colombia persiste el poder de grupos escindidos de los cárteles.

    

La pelea por el control en Medellín está vigente según sus autoridades, que calculan que hay 3 mil narcotienditas que mueven un promedio de 12 mil millones de pesos al mes, además de la extorsión, la vigilancia ilegal y las máquinas tragamonedas (como las que operan en varios estados de México).
    

Los herederos de los cárteles tienen hace tiempo los ojos puestos en los negocios legales, y sus administradores persisten en la promoción, legalización y fortalecimiento de la prostitución y pornografía, particularmente con adolescentes.
    

Las jóvenes denominadas de "prepago" (Sin tetas no hay paraíso y la novia de El JJ), son un negocio creado en Colombia por la tratante Madame Rochi, quien durante 20 años fomentó una cultura de glamour para atraer adolescentes como modelos, edecanes, reinas de belleza, presentadoras y actrices para entregarlas a capos del narcotráfico, líderes paramilitares, empresarios y políticos.
    

Ella contaba con cinco mil mujeres jóvenes en su cartera VIP. Este negocio comenzó con los Hermanos Rodríguez Orejuela (Cártel de Cali) y en México con los cárteles de Tijuana y Sinaloa.
    

Además de un negocio, fomentaron una cultura de apología del narcoglamour para la trata de jovencitas. Al bautizarlas como "tetas" o "prepago" les arrebatan su humanidad y las transforman en simples objetos de consumo.
    

El de Medellín, ya pasó de ser un cártel para convertirse en un holding de empresas que vinculan lo ilegal y lo legal (El Chapo Guzmán sigue ese modelo). Mientras la expansión de casinos y prostíbulos VIP en México se va convirtiendo en monopolio de los cárteles.
    

Hoy en día, como si nadie lo hubiese dicho antes, los casinos y la trata sexual tienen "alarmado" al gobierno colombiano. Sólo el juego tipo Yak ha crecido 500 por ciento y las "inocentes" máquinas tragamonedas le dejan a la mafia 6 mil millones de pesos mensuales. El Plan Colombia les cerró una puerta y los legisladores abrieron la ventana.
    

Hay lecciones que aprender desde que en 1999 comenzó el Plan Colombia; una de ellas es la de enfocarnos en quiénes y cómo promueven en México los casinos y la trata de personas en forma de prostitución juvenil, porque la droga seguirá fluyendo cuando el Plan Mérida quede en el pasado, y tras ella, nuestras hijas e hijos sean también objetos en venta.

Philippines Vows to Curb Human Trafficking

Visiting Vice President Jejomar Binay assured on Wednesday, February 2, the Philippines’ commitment to stem human trafficking and illegal recruitment, and promised to take the country off the US Trafficking of Persons watch list.

Binay, a Presidential Adviser on Overseas Filipino Workers Concerns, made the assurance Wednesday night, two days before his crucial meeting with the United States’ top official on human trafficking issues scheduled on Friday.

The meeting between Binay and Ambassador Luis CdeBaca, chief of the State Department’s Office to Monitor and Combat Trafficking in Persons, is one of the high points of the vice president’s four-day visit to the United States.

His trip comes at a time when the United States has stepped up its efforts to curb human trafficking, a global problem that victimizes at least 12 million every year.

EEUU: Esfuerzos contra tráfico sexual antes del Super Bowl

TEXAS, Estados Unidos (The Christian Post) El domingo marca la culminación de la experiencia del fútbol americano. Pero para muchos de los niños pequeños, el Super Bowl marca una experiencia brutal cuando son vendidos por sexo.

 

Más de 100.000 aficionados se dirigirán a Arlington, Texas, para el gran juego. Allí, se espera que cientos de niñas y mujeres sean victimas del trafico sexual. El Procurador General de Texas Greg Abbott tomó nota de que hay una "inminente explosión potencial de tráfico de personas durante el Super Bowl."

 

Las autoridades de Texas y grupos de apoyo están tomando medidas importantes para evitar que los niños se conviertan en víctimas de proxenetas o sean usados como negocio durante el juego.

 

Malika Saada Saar, directora ejecutiva del Proyecto Rebeca para los Derechos Humanos, que ayudó a poner fin a los "servicios eróticos" de Craigslist, declaró: "La participación del fiscal general y la aplicación de la ley es mucho mayor que cualquier cosa que hayamos visto antes."

 

Con una docena de funcionarios más involucrados en la investigación, las autoridades esperan detener a los "Johns" negociando a niños.

 

El Proyecto Rebecca para los Derechos Humanos ha descubierto recientemente un anuncio de tráfico sexual de niños en Backpage.com el Village Voice Media. Silenciosamente, el anuncio publica imágenes de una niña de 14 años de edad desnuda, en busca de clientes. Aunque no lo promueve para el Super Bowl, el anuncio tiene similitudes con un anuncio de Craigslist durante el juego de 2009 en Tampa. La publicidad anunciaba "Un especial para el Super Bowl" con una niña de 14 años de edad. El hombre que publicó el anuncio fue condenado a 20 años en una prisión federal el año pasado.

 

Dos docenas de niños fueron víctimas de la trata sexual durante el juego de 2009 en Tampa.

 

La explotación sexual y el tráfico es el comercio ilegal de más rápido crecimiento y se espera que sobrepase el tráfico de drogas en los próximos dos años, según Tráfico 911. Hasta 300.000 personas se encuentran actualmente explotadas en los EU cada año. Y según investigaciones muestran que un evento deportivo de gran magnitud, como el Super Bowl, puede aumentar la demanda de tráfico sexual hasta en un 80 por ciento.

 

El grupo con sede en Fort Worth, deja claro al público que "los clientes son estadounidenses tal como ustedes. Ellos son hombres estadounidenses elocuentes, padres, esposos, abogados, profesores; viven donde vives y trabajan donde trabajas, ellos caminan, hablan y se parecen a usted".

 

Organizaciones tales como Tráfico 911, Amor 146, y Caminar una milla en sus Zapatos también se han comprometido a la lucha contra la esclavitud sexual infantil durante el Super Bowl. Ellos han realizado eventos informativos en las iglesias y teatros antes del juego.

 

El domingo, Irving Bible Church tuvo 50 hombres a pie en tacones de aguja marchando por la campaña de"Caminar una Milla en sus Zapatos" para sensibilizar sobre la realidad del tráfico sexual en Irving, Texas.

 

A través de campañas, los grupos tienen la esperanza de crear unidad entre las iglesias al tener caminatas de oración y la distribución de anuncios a los barrios que gravitan a la industria del sexo.

 

Tráfico 911 puso en marcha la campaña "Yo no lo voy a comprar" y lleva a bordo celebridades para hacer un llamamiento conjunto al público para ayudar a parar la esclavitud sexual.

 

En un vídeo de la campaña, el tacle de los Baqueros de Dallas, Jay Ratliff, les recuerda a los pedófilos que "los verdaderos hombres no compran niños, no compran sexo."

 

También incluyeron para el esfuerzo de lucha contra la trata sexual a la estrella de la música cristiana, Natalie Grant, ella le dice al público, "Dios nos está llamando a oponernos a este delito mediante el Super Bowl como una plataforma para aumentar la conciencia y para que la demanda disminuya."

 

Traffick 911tiene planes de reunirse en el portón trasero el 5 de febrero como parte de su campaña "Yo no lo voy a comprar" Junto con Ratliff, el ex los Patriotas de Nueva Inglaterra y el jugador del Super Bowl Devin Wyman, Andy Hein de la Misión Internacional de Justicia, Kevin Thornton de Color Me Badd, y los legisladores locales unidos en la manifestación. El evento también contará con las actuaciones de bandas cristianas de rock/pop como Luminate, y Sound Revival, entre otros.

La ONG Capital Humano y Social (CHS) Alternativo identificó nuevas formas de operar y rutas empleadas por las organizaciones criminales dedicadas a la trata de personas con respecto a las utilizadas en 2010, a partir de casos atendidos durante enero pasado. 

Señaló que a través de su centro de atención a víctimas de trata de personas, conoció tres casos que confirman nuevas tendencias en el accionar de estas mafias, las cuales han empezado a captar jóvenes de entre 18 y 20 años para reducir los riesgos en su traslado, pues cuando son menores de edad se requiere la autorización de sus padres.

"Esto hace más compleja la investigación del delito y la búsqueda de pruebas en el proceso penal, sustentado por lo general en el rescate y declaración de una víctima menor de edad", advirtió CHS Alternativo.

No obstante, agrega, las cifras de menores de edad víctimas de trata de personas siguen siendo alarmantes.

LA RUTA. La ausencia de controles en el traslado fluvial y terrestre ha convertido al denominado "Corredor norte" en la vía de tránsito predilecta para estos delincuentes. Tiene como origen Iquitos, capital de Loreto, desde donde las víctimas son trasladadas en lanchas hasta el puerto de Yurimaguas, a través de los ríos Amazonas, Marañón y Huallaga.

Desde Yurimaguas son llevadas, por vía terrestre a través de San Martín, hacia Amazonas (ciudades de Bagua y Bagua Grande) y Cajamarca (provincia de Jaén). Luego son trasladadas a Lambayeque y, finalmente, a Piura y Tumbes, en el norte del país; Moquegua y Tacna, en el sur; y Lima.

A lo largo del trayecto existen bares, cantinas y locales nocturnos, en los que las víctimas son explotadas laboral y, sobre todo, sexualmente. Esta situación había sido puesta en evidencia en el estudio nacional realizado por CHS Alternativo La percepción de la trata de personas en el Perú.

Ante el crecimiento de esta red que trafica con las personas, se ha recomendado a los padres de familia y a los jóvenes el tener cuidado frente a jugosas ofertas de trabajo que les puedan hacer extraños. Y es que es así como captan a sus víctimas.

UK: Child traffickers target capital - hundreds forced into domestic slavery and crime every year

'London Evening Standard' reports that the London Safeguarding Children Board is issuing guidance to councils, police and health workers to help them identify victims that have so far remained 'invisible'. A successful pilot program helped rescue 56 children. The guidance also warns authorities that after identifying children as victims, they only have a 'golden hour' before they disappear.

Taiwan: 13-year-old boy who got Aids through sex is youngest ever

TAIPEI - A 13 YEAR-OLD BOY has become the youngest person to become infected with acquired immune deficiency syndrome (Aids) through sexual intercourse, according to health officials.


It is suspected that the boy became infected while working part- time for a 50 year-old male, who lured him into sex with money, said Lin Ting, deputy director-general at the Centers for Disease Control (CDC).


The boy was visiting an adolescent centre when he tested positive for Aids, Mr Lin said, adding that the CDC had traced the source of transmission to the older man, whose test also came back positive.


Mr Lin noted that young boys were referred to as 'Sky Food,' or delicious food falling from the sky, by adult homosexuals on the internet, who seek ways of enticing boys either with money or other incentives.

Detenidas 17 personas que prostituían a mujeres africanas con vudú y palizas

La Policía Nacional ha detenido a 17 personas que formaban parte de una red dedicada a prostituir a mujeres africanas. La operación se ha desarrollado en Madrid, Barcelona, Sevilla, Tarragona, Algeciras y Las Palmas.
La organización estaba perfectamente estructurada con conexiones en distintos países africanos -como Nigeria, Benin, Níger, Argelia y Marruecos-, por los que cruzaban las víctimas hasta su llegada a España.
Según la Policía, las mujeres eran obligadas, con prácticas de vudú y palizas constantes, a ejercer la prostitución en la calle para saldar la 'deuda' contraída con la organización que ascendía en ocasiones hasta los 50.000 euros.
Los arrestados también ha sido acusados de falsificación de documentos y utilización fraudulenta de tarjetas de crédito.
La investigación se inició tras la denuncia de una de las víctimas quien, tras adquirir la condición de testigo protegido ante las continuas agresiones y amenazas sufridas, manifestó haber sido traída mediante engaño por una organización integrada por ciudadanos nigerianos que la obligaban a ejercer la prostitución callejera.

Indiana’s First Human Trafficking Conviction

On January 25, 2011 Indianapolis and the state of Indiana got it’s first human trafficking conviction. The guilty is a man named Chris Smiley who had young girls selling drugs and prostituting for his gain. The group of girls were known as “Smiley’s Girls”. A few were not forced into this but were participating for drugs and money . One of the victim’s mom owed a drug debt so the girl was basically kidnapped and forced into prostitution. The victim also was forced to dance at a pit of a topless bar here in Indianapolis.

DEPARTMENT OF JUSTICE ANNOUNCES LAUNCH OF HUMAN TRAFFICKING

ENHANCED ENFORCEMENT INITIATIVE


WASHINGTON – The Departments of Justice, Homeland Security and Labor announced today the launch of a nationwide Human Trafficking Enhanced Enforcement Initiative designed to streamline federal criminal investigations and prosecutions of human trafficking offenses.


As part of the Enhanced Enforcement Initiative, specialized Anti-Trafficking Coordination Teams, known as ACTeams, will be convened in select pilot districts around the country. The ACTeams, comprised of prosecutors and agents from multiple federal enforcement agencies, will implement a strategic action plan to combat identified human trafficking threats. The ACTeams will focus on developing federal criminal human trafficking investigations and prosecutions to vindicate the rights of human trafficking victims, bring traffickers to justice and dismantle human trafficking networks.


The ACTeam structure not only enhances coordination among federal prosecutors and federal agents on the front lines of federal human trafficking investigations and prosecutions, but also enhances coordination between front-line enforcement efforts and the specialized units at the Department of Justice and federal agency headquarters. The ACTeam Initiative was developed through interagency collaboration among the Departments of Justice, Homeland Security and Labor to streamline rapidly expanding human trafficking enforcement efforts.


"This modern-day slavery is an affront to human dignity, and each and every case we prosecute should send a powerful signal that human trafficking will not be tolerated in the United States," said Attorney General Eric Holder. "The Human Trafficking Enhanced Enforcement Initiative takes our anti-trafficking enforcement efforts to the next level by building on the most effective tool in our anti-trafficking arsenal: partnerships."


"Working together, the entire U.S. government continues to make progress in convicting traffickers, dismantling their criminal networks and protecting their victims," said Secretary of Homeland Security Janet Napolitano. "Combating human trafficking is a shared responsibility, and the ACTeam Initiative is a critical step in successfully leveraging all our federal, state and local resources to crack down on these criminals."


"This pilot is a necessary tool in the federal government's crackdown on human trafficking," added Secretary of Labor Hilda L. Solis. "Victims of these contemptuous acts have been left in an unfamiliar land with no family, no support systems, and no way to make a life for themselves. We must do whatever we can to ensure that victims of trafficking receive full restitution, including denied wages."


On Oct. 29, 2010, at an event commemorating the 10th anniversary of the Trafficking Victims Protection Act, the Department of Justice announced that the Interagency ACTeam Initiative would be implemented in conjunction with directives within the Department of Justice to enhance coordination among the Executive Office of U.S. Attorneys, U.S. Attorney's Offices and the department's subject matter experts in the Civil Rights Division's Human Trafficking Prosecution Unit and the Criminal Division's Child Exploitation and Obscenity Section.


The ACTeam initiative follows the July 22, 2010, launch of the Department of Homeland Security's Blue Campaign, which includes new web-based training for law enforcement officers, enhanced resources for trafficking victims and expanded public awareness campaigns. The ACTeam Initiative also follows the Department of Labor's March 15, 2010, announcement that it would, in coordination with other federal agencies, begin certifying U non-immigrant visas for human trafficking victims and other qualifying crime victims who are identified during the course of labor investigations and enforcement actions.


The locations of the pilot ACTeams will be announced upon completion of a competitive interagency selection process.

Thank you, Secretary Clinton. It's an honor and privilege to join my colleagues to mark the many breakthroughs we've made over the past year – and the momentum we've generated for the year ahead – in our fight to end human trafficking.


This past year – for the third year in a row – the Department of Justice prosecuted more human trafficking cases than ever before. This modern-day slavery is an affront to human dignity, and each and every case we prosecute should send a powerful signal that human trafficking will not be tolerated in the United States.


Our prosecutions have brought long-overdue justice to victims from Nigeria, Togo, Ghana, the Philippines, Thailand and Mexico, as well as from our own country. We have liberated adults, children, men and women exploited for sex and labor in virtually every corner of our nation. We have secured long sentences against individual traffickers. And we have dismantled large, transnational organized criminal enterprises that have exploited victims across the United States, depriving them of freedom and dignity.


But we have more to do – and farther to go. On the Tenth Anniversary of the Trafficking Victims Protection Act last fall, I committed that the Justice Department would be launching a Human Trafficking Enhanced Enforcement Initiative to take our counter-trafficking enforcement efforts to the next level by building on the most effective tool in our anti-trafficking arsenal: partnerships.


Today, I'm pleased to announce the launch of this Initiative, which will streamline federal criminal investigations and prosecutions of human trafficking. The Department of Homeland Security and Department of Labor have collaborated closely with the Justice Department in this historic effort, and I want to thank Secretaries Napolitano and Solis for their expertise and shared commitment.


As part of this fight against human trafficking, specialized Anti-Trafficking Coordination Teams, known as ACTeams, will be convened in a number of pilot districts nationwide. Under the leadership of the highest-ranking federal law enforcement officials in the districts, these teams will bring together federal agents and prosecutors across agency lines to combat human trafficking threats, dismantle human trafficking networks and bring traffickers to justice.


The launch of these ACTeams will enable us to leverage the assets and expertise of each federal enforcement agency more effectively than ever before. But we will not rest until this unprecedented collaboration translates into the results that matter most: the liberation of victims and the prosecution of traffickers.


We are all inspired by the courage of survivors who have escaped from bondage and energized by the strength of our partnerships. But, above all, we are firm in our resolve to do more than ever before to end human trafficking. The efforts announced today – and the work being undertaken across the government – are an important step forward toward winning this fight.
